Some recent books e.g. Gladwell's 'Outliers', have indicated that hard work may overcome genetics however "The Sports Gene" by David Epstein tilts the pendulum back. Nonetheless environmental factors are acknowledged in that, for example, if Bolt had been American he would have been picked up by American football.
